The fix is not to abandon reviews but to redesign them around their real purpose: helping people do better work and grow in their careers. That means more frequent, lighter-touch conversations, clearer criteria, and a genuine link between review outcomes and development and reward.
Replace the single high-stakes annual meeting with a rhythm of regular one-to-ones and shorter formal check-ins. Frequent conversations mean feedback is timely, problems are caught early, and the formal review contains no surprises. The annual or biannual review then becomes a summary of an ongoing dialogue rather than a once-yearly ambush.
Involve employees in setting their own goals. Ownership drives motivation, and people are far more likely to accept a review outcome when they helped define what success looked like at the start.
Rating bias is real: recency bias, halo effects and inconsistent standards between managers all undermine trust. Counter them with clear, behaviour-based criteria, calibration sessions where managers discuss ratings together, and evidence gathered throughout the period rather than recalled at the end.
Finally, review the review process itself. Ask managers and employees what is working, track completion and satisfaction, and iterate. A performance process people value is one that is visibly designed for their benefit, not just for the record.
